Hail Of Blades Does Not Proc

Im not sure if this is a champion exclusive bug, but ive found that, on shen, 90% of the time HoB refuses to proc, it will make the sound as if its coming off cd with every hit you make against a champion without consuming a charge, adding to the rune stats, or even giving you the AS. Just an annoying bug, underused rune so I doubt many have noticed. It actually seems to be pretty much only if you engage with Twilight Assault
