Summoner's Spell: advice for Silver players.

Your TELEPORT summoner's spell has a REDUCED COOLDOWN when used ON A TURRET. It becomes 4 MINUTES instead of 5, that's not negligible. I see so many people teleporting on a minion just beside their turret... Seriously, it is not some hidden mechanics, it is written in the description of the spell, damn it !!!
