Allow us to surrender 5/10 minutes sooner if we are down a player since the beginning of the game

There's been games where a win is impossible due to the nature of our comp without the 5th member or they simply got ahead so much because the lane that has no oponent started roaming, we don't want to spend 20 minutes suffering because the enemies refuse to group mid and just keep on killing us over and over again What I propose is that if your team has an afk since the beginning of the game and he still hasn't reconnected then you're allowed to surrender 5 to 10 minutes earlier than normal.
