I am not really in favor of the release of new Champions, I think Rito has released too many already and there has to some priority on reworking the already existing Champions, for the sake of a more pick-diverse meta. In my opinion, the goal will always remain the same: a patch were, as many Champions as possible, come to be viable picks, even in pro play. However, if there had to be a new Champion released, I would like him to look like (similar to Djinn Malzahar):

Scalazar – The Psychic Mage
Health: 530 – 1873, Health regen: 5.5 – 14, Mana: 325 – 1090, Mana regen: 5.9 – 19.5, Range: 500, Attack Damage: 53 – 106, Attack Spped: 0.625 (+0 – 21.4%), Armor: 17.5 – 77.0, Magic Resist: 30, Movement Speed: 335.
Passive: Whenever Scalazar is hit by an allied or enemy Champion’s spell, his Armor and Magic Resist is increased by 1 - 4.4, (depending on Level) for 3 seconds (stacks up to 10 times).
Q (Psychic Wave): Scalazar sends forth a psychic wave that, after a brief delay, deals 60/115/170/225/280 (+50%AP) Damage to all enemies and heals allies for 40/70/100/130/160 (+45%AP) Health. Cast Range: 650 units in front of him/60o. Cooldown: 14/13/12/11/10 Mana Cost: 80/85/90/95/100
W (Field of Paralysis): Scalazar affects a small targeted area with psychic energy, slowing enemy Champions’ movement speed by 20/25/30/35/40%. After 2 seconds, the area explodes, stunning all enemies within for 1/1.25/1.5/1.75/2 seconds. If Scalazar has entered the field at that moment, he gains a +75 movement speed, decaying over 3 seconds. Cast Range: 700. Cooldown: 14 Mana Cost: 60/65/70/75/80
E (Focus Mind): Scalazar starts channeling for 1.5 seconds. After finishing channeling, he gains a shield that shields him for 75/95/115/135/155 (+40%AP) Health for 1/1.5/2/2.5/3 seconds and makes him immune to C.C. while it persists. Cooldown: 22/19/16/13/10 Mana Cost: 40
R (Brain Control): Scalazar sends forth a bubble-form wave from his head, while standing still. If it hits an enemy champion, Scalazar starts channeling and controlling his action for 3/4/5 seconds. During that time, the affected Champion becomes an ally and Scalazar may use his attacks and abilities (Not summoner spells). Cast Range: 1400 / 60. Cooldown: 130/120/110 Mana Cost: 100

Ages have past since then, but Scalazar has never been able to forget his last encounter with his old friend, the formerly famous seer. After those last words, Malzahar sent him vanish to the depths of time, leaving him wandering in Shurima’s endless desert, having lost track of his path, time and reason to live.
Malzahar was Scalazar’s invaluable friend, ever since day and night started taking turns. They shared their powers, ideals and experience with each other. At some unspecified point inbetween the centuries, the two friends started following their own paths. Malzahar would beat Scalazar in many aspects, but whenever it came to psychics, Scalazar’s mental power was unparalleled.
It was a tad bit too late when Scalazar saw through what was going to happen. He rushed in vain to save his friend from what the subconscious of his mind revealed as future, but he fell just short of pulling the strings of fate such as to avoid the unavoidable…
The moment we currently speak, Scalazar is still helpless, but not without purpose. He is roaming Runeterra, gathering knowledge and wisdom, until the right moment times. The moment when he at last is able to bring back his old friend Malzahar, from the depths of Icathia and set his mind free from its evil hunters.
