Why the **** does riot balance the game around .01 % of playerbase?

They are nerfing champions that are only good in challanger or proplay and even explicitly state in patch notes that they have seen that a champ isn't played a lot in pro play so they are going to buff it, yet it is too strong in lower elo like sejuani. Over the years they have nerfed low win rate or 50% wr champions,, because they were too good in high elo like Azir, Sylas, Akali, Ryze, they were balanced in lower elo where most of the playerbase reside, but they just make them unplayable because 0.001% of playerbase thinks they are too strong. Riot you earn most of your money from average players like bronze or diamond, yet you only care about the minority, what gives?
