How the hell is fiddle a counter to vlad in any way what so ever?

I'm sick to the back teeth of people saying he's a counter to Vladimir. Like literally, in ANY way how is fiddle a god damn counter to this guy? Fiddle does incredibly incremental damage, Vlad will just heal this easily over time since Fiddle's dmg is quite frankly horrible early game. If you want to ult him, well vlad's now a pool of blood. Someone please explain this matchup to me.
