How do i create a manaless champion ???

so basically i need some tips, maybe smb knows a way riot designs manaless champs like garen,kata,riven idk.. something that can be pulled out as a point in which i can base my future idea on ? how do i balance them with their damage cuz they manaless ?? etc.. anything would help, thanks
