Yes his name is Flail guy that's all i came up with.
I even tried to figure out his base stats.
Gameplaywise i thought of a sticky bruiser/tank.
I even bothered to use 10 minutes in paint to draw what i was trying to picture him as.
No idea what his lore should be.

Base health regen: 14 every 5, hp regen gained each level 2 every 5

Base mana regen: 8 every 5, mana regen gained each level 1 every 5
Base attack speed: 0.675 gain 0.04 attack speed each level
Base armor: 39 armor gained each level +3
Base magic resist: 32 magic resist gained each level +2

Passive: Hooked flails
Flail guy's basic attacks drag enemy champions slightly towards him and slow them by 3-8% for 3 seconds
(level 1: 3%. level 6: 5% level 11: 7%, level 16: 8%)
This slow stacks up to 3 times.
Q: sweep (mana cost only from first cast, 2nd cast is free. 50 mana)
1. cast: Flail guy swings his flail in a cone in front of him dealing physical damage, enemies struck by this are granted a stack of hooked flails.
2. cast: Flail guy rapidly snaps his flail in a narrow straight line, silencing enemies struck for 0.5, 0.75, 1, 1.25, 1.50 seconds, dealing physical damage, again giving a stack of hooked flails.
W: Lacerating hooks (mana cost: 40)
Passive: Flail guy's passive slow lasts for 0.2, 0.4, 0.6, 0.8, 1 seconds longer
Active: Flail guy's attack speed is raised by 10,15,20,25,30% and deals 1.5%, 1.75%, 2%, 2.25%, 2.5% of the enemy's current health as magic damage for each stack of hooked flail.
E: Chained bulwark (mana cost 70)
Flail guy gains a shield total of 12%, 14%, 16%, 18%, 20% of his maximum health.
After this shield is broken or area around flail guy explodes, dealing magic damage in a large area around him and granting 2 stacks of hooked flail on enemies.
If the shield is not broken by enemies, refund 5%, 10%, 15%, 20%, 25% of it's base cooldown.
R: Chains of pain (mana cost 100)
Flail guy lashes out chains to all nearby enemy champions
Tethered champions instantly gain 3 stacks of hooked flails.
Tether lasts for 2.5 seconds, all tethered champions are pulled on Flail guy and dealt 4%, 6%, 8%, of their maximum health as magic damage.
