forced scroll animation in browser when opening comments

when you open a comment, your url will contain something like ?comment=00020000, indicating the browser to set its scrollbar to some location on the website (in this case the comment). its similar to wikipedias #, for example. Thats great, but it doesnt set the scrollbar instantly, but rather undergoes a scroll animation (a slow one on top of that). this animation cannot be cancelled and effectively locks your own hardware scrollbar. this is really annoying and should not be happening. a website shouldnt be able to force the users perspective over a longer period of time. an instantaneous jump to the comment is ok, but not a scroll animation.
