Banned Perma

Hello, I am a new player, i was abaut to go lvl 3 honor, but reported after a match and demoted, i got penalty for 9 games. All ok, but then when i want to enter game , saw that my account is perma banned...Why ? i didnt get even suspended status or anything, just 9 games penalty for talk in all chat, and perma later? WTF riot..i want my account back...
