Yeah, I once played vs Kindred, who was really good. Out of curiosity I checked the player's last games with op.gg and you know what - 15 games before he played with me he had around 48% win rate, but then he swapped his flash and ignite/smite keys, started playing only kindred jungle and won 100% of them. This kept on going for like 50+ games with 90-some % winrate, so I reported the guy directly to the support for possible boosting (noone swaps their summoner spells keys) and they said that this behaviour is perfectly normal. The guy still plays to this day.

: The first punishment is a chat restriction, so the troll could have got that. Leaving is handled by the leaver buster and once or twice a season is allowed, so he either got nothing if it was a very rare thing for him or he probably got low priority queue. Neither one of those punishments will stop them from playing and also there is no way for us to tell if they got them. A case can be made about the system's lack of transparency or other problems, but it's seriously a 9 years old can of worms and you should only open it at your own risk.
If that's true then again I can't understand how trolling and chat restriction are connected, but whatever. I'm switching games anyway, I'm done with this... whatever it is.

: naaah, for "majority" of this community saying "hey you are an idiot" is the same as someone running it down 50 times( both ultra mega hyper toxic, but only 1 is punished cuz it is easier), so don't expect things to change, riot would not invest in another system, everything that is harder to make than a bot checking the chat is a no no zone..... and you know they are trying to make new games so, probably will not bother with new system or anything.
Well, time to change games, I guess.

Not really, because one of these things can literally be turned off whenever you want. You can't force a troll to try, but you can disable chat anytime you want.

: Just two quick notes: 1. One report is enough. The current system checks each report, so the enemy team doesn't have to report anyone if you did. 2. You only get a notification of someone getting punished after your report in a very low percentage of cases. Quite simply, dozens of your reports could have ended in punishments without you getting a single notification.
Yeah, maybe the second point is the case, but they are still playing games, so I don't think so.
