: Your bandwidth (mbps) has very little to do with your latency. I'm currently on a 24MB connection and im getting about 60 latency since i live a bit outside the city, but in my old apartment i had a 2MB connection but would still have under 30 latency.
True, League does not require a high-speed network connection, however, the speed is still influencing the latency, since all middle-eastern & north african countries are not directly connected to the country the server is located at (Germany - EUNE / Netherlands - EUW), therefore the ping is alot higher than a typical european connection.

: Several reasons. Servers are expensive to set up and keep running. You have to also consider the local infrastructure of the area where the server will be located. If the local infrastructure isn't up to scratch, there would be no point in creating a server because it would be going down all the time due to bad infrastructure. Not to mention Riot have to see if there's enough players to justify creating a server in the first place.
Basically you're not wrong about the infrastructure, But have you seen LAN? Their infrastructure is practically the same as middle east's and north-africa's. LAN seem to have a quite properly functioning server with a decent amount of player base. Also, There are quite a lot more players in middle east alone than on LAN, Imagine how large it would be with North-Africa. But having North African server combined with Middle Eastern server is pretty.. impossible. The region is enourmous.

: Well a 15-30 ping is kinda too much to ask from riot,. As ppl who are from north like finnish or swedish ppl may have over 50-60 ms normally. Either way a server for North-Africa and Mid-East wouldbe nice. Sorry if i wrote something wrong, Got a new keyboard today and its my first mechanical keyboard.
50-60 is a whole different world from 90+

I think Dubai may be only playable by Middle-eastern players rather than North African players, It's too far for North African players to play on a server in Dubai.. Maybe two servers, 1 in South Italy/Spain (Maybe Barcelona?) And one in maybe Israel or Egypt (Cairo/Tel-Aviv?) Or even Dubai for this case Both Regions can enjoy a ping that can reach of a maximum 60ms since those countries are the center of their regions.

: Most Countries even in Africa have LTE. This allows you to have 20ms latency if you didnt know. Of course this might not be cheap but thats not a problem which belongs to Riot.

As far as i know, LTE is used as telecommunication, which contains the 4G for the phones. Pretty sure it cannot change the latency range if you still live fairly far from the servers.

A Server in Northern Africa will obviously not solve their problem for sure, but it will sure reduce their ping in about 80-90 atleast if not more.

It actually does reconnect you, just not immediately. you'll have to wait an extra 30 sec or so~
