The problem isn't that people are toxic in the chat, but that they have a bad/toxic attitude towards the other players. Stopping people using chat isn't going to magically get them to change their attitudes, and in fact if players can't type things at all in the chat they will likely find other ways to show their toxicity (trolling and inting). Instead of making the punishments harsher, Riot should be looking at fixing the underlying issues that contribute to the toxicity in the first place.
