Think about it, you're gold 3 and you're playing a blind pick. When the loading screen pop's up, you see a challenger duo bot versus your silver allies. And much worse, both challengers have lvl 7 mastery levels on those champs. Usually you would complain at riot's randomizer for even placing you in a a game with 0% chance of winning, and then it affects the way you play. You'll be playing way safer than you normally do, be scared of even seeing the two, or even be afraid of participating in team fights since you'll be worrying about affecting your KDA. Thats a good reason why we shouldn't see them. Then again... there are websites that tells you their rank and mastery, but that is IF YOU WANT TO KNOW.

However is ult has a really decisive impact towards the flow of the game. Wukong not only shreds the squishy, but knock's them up, setting them up for a full team combo. For Elise {{champion:60}} is a very high skill champion since she has basically 7 abilities, each with really different effects. Elise has a fast clear due to her spiders and her invulnerability is really useful in engaging and disengaging. Elise is a solo champion who isn't much use in team fights. Much like evelynn, she stays behind enemy lines picking up the squishy and weak in the fight. I would say Wukong due to his massive utility in team fights and mid game damage. A build i would recommend is this (in order): {{item:3147}} {{item:3142}} {{item:3814}} {{item:3071}} {{item:3047}} {{item:3156}} With these, have fun one shoting adcs and honor the adc in 2k17 meme!

I would personally modify the Smite, so it returns flat amount of HP, so champions that are usually not so healthy in the jungle would benefit more from it than junglers that are having pretty healthy clears anyway, or a buff on starting items for junglers, so they won't struggle so much if they don't get a leash. I kind of disagree with this, although i do think it should be at least a limit to how you can stay. Leashing is definitely good towards squishy junglers and are really helpful. Although it is annoying when your jungle doesn't rush the camp so you can get to lane. I feel like maybe the top laner or bot laners helping to leash should help up until half or 3 quarters of the jungle camp is left. That way, since they won't overstay (or troll and "accidentally" take it) then can still get all their cs. But the biggest problem with leashing is when the jungler asks for it, but the top laner and bot laner refuses to help. This makes the jungler not gank those lanes anymore cause, let's face it, people are salty like that. The best course of action would be to at least help the jungler in a minimal but helpful way. That way it won't cause other teamwork problems.
