it's probably based on the total number of accounts. Most people have multiple accounts and only play on their alts a few times. Also, maybe it's only the number of punished accounts that have an active chat restriction or 1-14-permanent suspension on them. People that recently got rid of a chat restriction or a 1-14 day ban could be considered "reformed" by the system, making them flagged as "not toxic". Just a few theories.

Update from Riot: They found the problem, and it is the exact same problem as 2 years ago. They will fix this problem and they will put a thread on the boards when they fixed the problem (he said: if they don't forget). So well done guys who sent in the tickets and tracerts. It was the traceroute problem as I expected, and they will asap come with a fix. :) In the meantime: AVOID playing from 20:00 till 22:00, that's the time your ping will go from 50-400ms. Outside of this time, it's only around 20-30 so still playable.

yep, I confirmed it's the faulty traceroute problem again... Now let's hope they will notice it quickly.

It could be your Wi-Fi channel, your power supply, the cable from the street being loose/broken, it could even be someone in your street who bought a new strong router that's jamming your signal. Wi-Fi is vunerable for pingspikes. play wired :)

Both of you using KPN? I've checked some stuff here and it may be underperforming traceroutes on times of high traffic.

with an 8MB/s internet connection, you have to look at other users on the internet. If someone's watching youtube on 1080p, you will have lag. I used to have an 8MB/s internet connection too and it was horrible. As soon as someone started downloading something or watching a video on youtube, my ping skyrocketed to 11k+. Now, I've got glassfiber 500mb/s internet, and I have no complaints other than the traceroute issue Riot is having the last 2 days with my provider KPN. If Riot manages to fix that on their side, it works like a charm again.

: They changed it so that you're the first and then your team is ordered as before. I personally liked it when they made it so that every role faced their enemy. I still remember when players had no order and you coundln't even order them manually, those were dark times :P

If you read the full post, you can see I already configured the nvidia control panel and the game is running on my GTX, because the game only takes 30% of my total GPU memory. Also, I'm always plugged in with my power cable so I'm never running on the battery

Yeah I just tried that, and it seems to be working a little, but it still has some screen tearing and stutters even tho my fps counters are still 60 flat

Sounds like you were running Warlords Bloodlust. The mastery has recently been reworked, the tooltip ingame has NOT been updated yet. The new Warriors Bloodlust works like a {{item:2015}} but at 100 charges it gives a small movement speed boost + healing

I have the same in the Netherlands, only lagging in the evening, even though my ping says static 12ms. KPN is my ISP. Also talked with player support and they claim it must be my provider, but my provider says there's nothing wrong with my internet. Glassfiber internet here with 70mbits down/up. Other applications work without any problems as well, it's only LoL.{{item:3070}}

Too bad, tried everything already and nothing helped. I've found a few other people with the same provider having the same issues since patch 7.2. It's provider related I guess...
: Are you by any chance dutch and do you have KPN or a provider that uses KPN"s network? If so, I and some other people I spoke to are experiencing the same problem and patch 7.2 definitely caused it in one way or another. I won't go into detail too much, but the packet loss seems to be occurring around hops 7 and 8 which is basicly KPN's backbone. Greetings, Saltybeest.

What do you mean with "looking up in windows update"? I see a large reddit thread about Game DVR in the xbox store causing a problem with this recent anniversary update of windows. I'll try that first and let you know if that fixed it.
