Most notably the Polish and Russian players, but generally all of the slavic countries. (No, it can't even be considered racist (or whatever the equivalent is) to bring it up. Everyone who plays on EUNE knows they're the cause of the vast majority of the toxicity.) Heck, Russia even have their own server, but they refuse to play on it because of how incredibly toxic it is, so they go to EUNE to be toxic there instead. Therefore, EUNE players who play on EUW can't be blamed. If Riot had actually done something about the toxicity on EUNE, there'd be a lot more people on EUNE, and in turn, a lot less people on EUW. The strain on EUW is ultimately there because Riot doesn't care about fixing the toxicity on EUNE, so EUW gets a lot more players than it should have.
