: I'm a neeko main so i kinda feel bad for you, but she's honestly not as broken as you think. Her ult got nerfed several times I believe, so though it still does a decent amount of damage I think her shield isn't as useful as it was when she came out. And imo as some people have already mentioned if you use common sense against her your chances of winning increase massively because you can just avoid her E and be careful, and without her w or flash there's no real way for her to escape your all-ins and on top of that she is very squishy, so it's actually pretty easy to kill her if you think about it
I can not recall that they ever nerfed her ult at al Edit: they have "nerfed" it once and that was a 0.15 seconds of charge time increase from 0.60 so yeah it's safe to say that this piece if garbage ability is still the same

If someone is stupid enough to dive that 20 hp soraka, that suddenly grows a tail, heals to 100%, stuns you, roots you and wipes you out with 3-blast Q... Well, is the champion or it is the stupidity of that player? If I got a $ every time someone FLASH > ULT > IGNITED my clone... I would be able to purchase 3 meter high shaco statue. The moment you start playing with competent players, that is not the case anymore. Very basic stuff, for lowest elos: 1) do not stay behind minions, when you play against neeko or MF. 2) If she is "pretending" to be someone, she may be getting ready to all-in. 3) Do not dive 10 hp targets, that do not use their skills and that have very low basic attack damage, while being somewhat very confident and not keeping distance from you. 4) Do not try to all in-her when her ult is up. Try to bait it. Or she gets shield, you get rooted, stunned, and she wipes the floor with you, while trying to retreat with shame...(in case you even survived.) And yes, Mercs to counter her CC, and Hexdrinker to counter her burst is the smart way to go. Keep it like that, son.
Okay so base ability damage. Specific enough yet? One combo of her will put you to half health at lvl 2 or 3 which is like Talon level of burst. Not staying in minion wave or staying in it doesn't matter since if you get hit by root it means bye bye half of your health anyway and the way to counter the difficulty of landing skill shots you go GLACIAL AUGMENT and get FREE ROOTS. As I said before MR didn't even matter I bought both these items and she still chucked for the SAME AMOUNT which was like "what?" I was never talking about the clone thing at all which is blatantly obvious not to do when you not know which one it is same goes for the 10 hp bait. I was never talking about that I was talking about the other ridiculous mechanics in her kit coupled with her damaged which is my issue with this champ. And in the top lane Neeko is even worse of a champ. Super unfun to play and if you don't have like 10 gap closers like riven and Akali then you're screwed as a top laner. Even if you're on top of her she gets a MASSIVE shield with her ult which makes no sense what so ever if she can not be interrupted anyway and use Zhonya's with it. Her ult CD is also 80 seconds on rank 1 which is hilariously low for such a massive ult like hers. Compared to an Azir or any mage ult really, she has a 20 second advantage every time to burst you down which is not difficult at all with a rune I mentioned so often already that basically gives her a 40 percent slow on her autos.

: Riven has quite a lot of options on runes too. Conqueror is the best for her now usually, simply because of how fast she can stack it with animation cancelling, but before Conqueror became what it is now, Riven players regularly had a large variety of rune builds. If you are concerned about survival early on, then both Aftershock and Undying can work well. The former is a bit stronger still, and both gives you full access to the resolve tree with shield bash +bone plating+ revitalize should make you a lot sturdier early on. The main question you should ask is how you are planning to beat your opponent. And items like the long sword and {{item:3133}} scale better if your animation cancelling is strong. The long sword technically gives you defense too with your E, but if you match up allows you to be a bit defensive early on, then do so. Riven's scaling is massive into the mid game, so just farming well early on is still acceptable, even if you want to get early kills to carry.

: As swampert said, you'll have to start in the practice tool and learn how to do animation cancelling. That's basically the entry level for Riven. Without cancelling at least one or two animations in a fight, you will often lose duels you were meant to win. And the items are where the tricky part comes. Basically anything that gives AD+CDR is awesome and most items which gives at least one of those (and no AP obviously) is still very good. This means that in any match Riven would want to buy at least 9-10 items + boots. Picking the right ones in the right order will decide the result a lot of time. If you look up the match histories of Adrian and BoxBox mentioned by TheToyTracker you'll see that they switch their item builds and even keystone runes and summoner spells quite often. So don't follow a fix build but rather take your time to learn the match ups and their requirements.
I can do them to some extend my issue is that I don't know what first items to take or what runes to take. For example I saw a lot of people go inspiration secondary with CD and boots and build longs sword first item into {{item:3133}} and then {{item:3071}} but since I get my ass kicked a lot of the time I don't get much use out of the runes. Wouldn't it be better to go resolve secondary and maybe Dshield for a noob on Riven such as myself? While it's cool and all to have {{item:3133}} I don't have any health or defensive stats which backfires for me

: Riven and Jayce are the ones I'm usually picking. On riven you don't really need it since by delaying your Qs you can usually kite out as soon as he ults, but stormraiders can be used. If you are not confident on riven, I'd suggest picking it up or just practising with a buddy until the trynd matchup is one of your favourites. At 6 if you are even you can basically all in him, deal 95% of his hp in one go and back off with 85%-65% of your hp. He has to play passive, and all it cost you was your ult.

: He is heavily slow reliant. I've found major success in picking champions with stormraider surge and just forcing him to ult every time he has it, leaving him with 100 hp while I run away like the flash. Also, pick aftershock and CC him while your team attacks him and watch him run like a bit*h

I am glad to report that I do these things most of the time and they do help right now for example I just made lunch after an abysmal game and that was exactly what I needed. I guess the best thing for me to do now as you said is not obsess about the faulty system too much though I did pitch an idea to Riot support that could drastically improve the game. Do you happen to know CS:GO? there is a feature called Overwatch in CS:GO that would do wonders for this game. At least the support responded reassuringly that they passed it on to the team responsible for the game as the support doesn't actually do the changes

Look I am trying to be honest and still somewhat composed. I can agree with you that lp is like the wind it comes and goes yet it's really hard not to care for me. I guess that's my issue
: Getting banned for being toxic is not in any way harsh. You'll get banned for it on almost any other multiplayer game, just like you'd get fired for being toxic to colleagues at work... In my eyes, saying that getting banned from the game for being toxic is harsh is the same as saying that going to jail for committing a crime is harsh. You break the rules - you get punished and Riot games has every right to revoke your access to the game if you break them multiple times, it's literally in the ToS that nobody reads.
Riot enforces the rulse so they could change them at any time it's not really set in stone that because you were mean to someone you barely know is considered a "crime". I mean look at CSGO yeah it's very toxic but people try and keep the game competitive which makes it fun to some extend. I don't know that many competitive multiplayer games so I excuse my lacking knowledge but the once I do know like CS:GO and Hearthstone either have no chat at all or don't care

Riot, as the platform of our co-existence, wants to make sure we get what we want.
